Literatur Review : Metode Pengadaan Persediaan Logistk RS Milik Pemerintah dan RS Swasta
Abstract
Pengelolaan pengadaan persediaan logistik rumah sakit memiliki peran penting dalam mendukung efektivitas pelayanan kesehatan dan efisiensi operasional rumah sakit. Perbedaan karakteristik pengadaan logistik antara rumah sakit pemerintah dan rumah sakit swasta menyebabkan adanya perbedaan dalam sistem pengelolaan persediaan, distribusi logistik, serta penerapan teknologi dalam supply chain management. Penelitian ini bertujuan untuk menganalisis metode pengadaan persediaan logistik pada rumah sakit pemerintah dan rumah sakit swasta melalui pendekatan systematic literature review. Proses pencarian artikel dilakukan melalui Google Scholar menggunakan kata kunci “Hospital Logistics Procurement”, “Hospital Inventory Management”, dan “Healthcare Supply Chain Management”. Artikel yang digunakan dibatasi pada tahun publikasi 2023–2026. Berdasarkan proses seleksi menggunakan alur PRISMA, diperoleh 10 artikel yang memenuhi kriteria inklusi. Hasil penelitian menunjukkan bahwa rumah sakit pemerintah memiliki sistem pengadaan logistik yang lebih terstruktur dan mengikuti regulasi pemerintah, namun menghadapi kendala birokrasi dan keterlambatan distribusi logistik. Sementara itu, rumah sakit swasta cenderung lebih fleksibel dalam pengambilan keputusan pengadaan dan lebih cepat mengadopsi teknologi seperti Artificial Intelligence (AI), Internet of Things (IoT), dan digital inventory system untuk meningkatkan efektivitas supply chain management. Selain itu, inventory management dan pemanfaatan teknologi terbukti memiliki peran penting dalam mengurangi risiko stock out, overstock, serta meningkatkan efisiensi pengelolaan logistik rumah sakit. Penelitian ini menunjukkan bahwa optimalisasi pengadaan logistik rumah sakit memerlukan sistem yang adaptif, terintegrasi, dan berbasis teknologi guna mendukung kualitas pelayanan kesehatan secara berkelanjutan.
